Supporting developing countries to advance National Adaptation Plans

Delegates from Bangladesh attended the NAP-GSP Regional Training Workshop for Asian LDCs in February 2014 - in which a NAP timeline schedule was formulated by the Bangladesh country team. NAP-GSP is coordinating closely with the UNDP Bangladesh Country Office, which is managing a US $40,000 grant from Norway Government to kick-start a road map for NAP. This national consultative initiative for developing a NAP road map is currently underway.

The NAP-GSP is linking with the GCF Readiness Programme to maximize opportunities to coordinate adaptation actions in Benin. The outcome will be the development of a pipeline of vital and viable national projects drawn from national climate change strategies, plans and policies.

The national inauguration workshop for the Burkina Faso NAP took place in Ouagadougou on 17 February 2015. More than 100 representatives from 40 national institutions, associations, civil society and technical and financial partners were involved in the workshop. NAP-GSP and partners including GIZ, GWP and UNITAR, shared a consolidated technical review of the draft Burkina Faso NAP with CONEDD via the UNDP Burkina Faso Country Office.

A Government delegation from Burundi attended the NAP-GSP / PAG-PNA Africa Regional Training Workshop (Francophone) in April 2014. An initial teleconference took place with Ms Renilde Ndayishimiye (General Director of IGEBU, Focal Point for UNFCCC) and the NAP-GSP team (UNDP and UNEP) on ways to access support from NAP-GSP and the nature and scope of support activities and potential areas of support in Burundi.

The Ministry of Environment requested a joint NAP-GSP/GIZ NAP-process stocktaking mission to Cambodia, which was undertaken in February 2014. The missions objectives were to provide recommendations as follows: For joint activities and programming across sectors and themes; To improve the existing planning and implementation framework; and For a roadmap for the NAP process in Cambodia.

NAP support has been extended to CAR for their NAP process, through communications to the UNFCCC CAR Focal Point, Mr. Denis Beina. Discussion is ongoing on ways to access support from NAP-GSP and the nature and scope of support activities. Mr. Beina is liaising with the UNDP Country Office in CAR to identify key entry points for NAP support in CAR.

The NAP process was officially launched in Comoros on 23 September 2014 by the Minister of Environment of the Comoros, followed by a three-day NAP Orientation Workshop from 23 to 25 September 2014. The objective of the workshop was to enhance the understanding of the NAP process among national stakeholders, including the Ministries of Environment, Planning and Finance and key sectoral ministries, as well as national NGOs and other partners.

A NAP awareness and mobilization workshop was held in Kinshasa, DRC from 1 to 3 October, 2014. The workshop was was led by the Government of DRC, and organised by the national NAP team with support from the UNDP Country Office and NAP-GSP. Technical support was provided by UNDP and GIZ.

A four-day technical training on National Adaptation Planning (NAP) was held in Djibouti from 30 March to 2 April 2015. The training workshop in Djibouti brought together 30 national experts from various ministries and departments as well as members of civil society. The training was delivered at the request of the Ministry of Housing, Urbanism and Environment by a training team drawn from UNDP and UNITAR, with support from the NAP-GSP and the UNDP Country Office.

NAP Training Workshop is planned for Gambia for 15-17 June 2015, to assist in capacity building to advance the NAP. The workshop will be held in coordination with the Government of Gambia with support from the NAP–GSP and partners.The Government of Gambia has requested for support for a NAP orientation in-country, stock-taking exercise and laying the groundwork for a CPEIR.

A Government delegation from Guinea Bissau attended the NAP-GSP Africa Regional Training Workshop (Anglophone) in Addis Ababa, Ethiopia, in April 2014. Preliminary discussions took place with the government in July 2014 in coordination with the UNDP Country Office to initiate the NAP process.

The first National Adaptation Plan (NAP) training workshop for Liberia was held from 13-15 May 2015, at the Bassa Women Development Association Training Center in Buchanan City, Grand Bassa County, commencing the NAP process in the country.

The Government of Lesotho plans to kick-off the NAP process in mid 2015. The NAP GSP has shared options for a national stakeholder dialogue for further discussion with the government in June 2015.The main requirement for NAP support expressed by the Government of Lesotho is to develop the mainstreaming of climate change adaptation into existing national development planning process.

A NAP Launch and Training Workshop took place from 11-13 March 2015 in Madagascar. The Government requested support to organize a stakeholders-wide workshop to sensitize policy makers to the NAP process. The UNDP team conducted training on the NAP process, use of climate information and the economics of adaptation. in addition, the NAP team also conducted an initial stock take of relevant institutional arrangements, existing strategies, policies, and relevant programmes/projects.

The NAP GSP team is providing feedback in June 2015 to a proposed stock-taking exercise for the NAP process to be undertaken by the government in cooperation with UNDP Malawi. A Malawi NAP Training Workshop took place from 3 to 5 September 2014 at the Livingstonia Beach Hotel, Salima, Malawi. The workshop was led by the Government of Malawi and organised by the national NAP team with support from the National Climate Change Programme, UNDP Country Office and GWP. Technical support was provided by NAP-GSP, UNDP and GIZ.

A NAP support mission to Mali is being prepared, which will help to enhance the understanding of the NAP and of the tools and methods available to advance the process. High level decisions makers will be sensitized on the NAP process during this upcoming support mission.

The Minister of Environment and Sustainable Development of Mauritania, Mr. Amédi Camara, officially opened a one-week technical training on National Adaptation Planning supported by the NAP-GSP in April 2015. The four-day training workshop in Nouakchott brought together 30 national experts from various sectors and departments as well as members of parliament and women’s networks. The training was delivered at the request of the Ministry of Environment by a team of trainers drawn from GIZ, UNDP, UNEP, UNITAR and ENDA, with support from the NAP-GSP.

The Government of Mozambique has requested for assistance to take place at the end ofJuly 2015, following the national compilation of country priorities and screening process by the inter-ministerial group for climate change..

Delegates from Nepal attended the NAP-GSP Regional Training Workshop for Asian LDCs in February 2014 - in which an overview NAP timeline schedule was formulated by the Nepal country team. NAP-GSP has had preliminary discussions on identifying existing coordination mechanisms led by Ministry of Environment in partnership with Ministry of Planning and Finance, to begin in-country discussions for initiating the NAP process.

The NAP-GSP team, together with programme partners UNITAR and GWP, conducted a 10-day mission to support the NAP process in Niger. The objectives of the mission were to undertake a stocktaking of relevant initiatives on climate mainstreaming, review institutional capacities, and suggest next steps to advance the NAP process in Niger

A Rwanda delegation attended the NAP-GSP Africa Regional Training Workshop (Anglophone) in Addis Ababa, Ethiopia in April 2014. The Government of Rwanda has nominated Mr. Faustin Munyazikwiye as focal point for follow-up discussions with NAP-GSP on ways to support specific aspects of the NAP process in Rwanda.

A delegation from Senegal attended the NAP-GSP Africa Regional Training Workshop (Francophone) from 21-24 April 2014. NAP-GSP is pending the nomination of a NAP focal point in Senegal - for follow-up discussion on support modalities.

A Sudan Government delegation attended the NAP-GSP Africa Regional Training Workshop (Anglophone) in Addis Ababa, Ethiopia in April 2014.The NAP-GSP has been requested to support strengthening the draft NAP in Sudan with specific technical inputs. Further discussions will take place on the draft NAP document, as requested by the Government of Sudan.

A NAP Training Workshop is planned for Tanzania for late March 2015, to assist in capacity building to advance the NAP. The workshop will be held in coordination with the Government of Tanzania, with support from the NAP–GSP and partners.

A delegation from Uganda attended the NAP-GSP Africa Regional Training Workshop in April 2014. Previously, a meeting was held COP19 between NAP-GSP team and Mr. Obong O. O. David, on request from Uganda for support on a NAP for Uganda from NAP-GSP.
